Everything about Mayday’s “butterfly” assassination just stinks

This was such a bizarre scene from A View To A Kill

So Bond meets up with the detective hired by the French jockey club to investigate Zorin/Pegasus.  Where does he meet him?  He chooses the most touristy of tourist spots in an Eiffel Tower restaurant that has the dumbest/weirdest “performance” involving whistling and fishpole controlled fake butterflies?  And the detective dies instantly, head in soup, from a fish hook snag to the cheek…what on earth?!  I think a firearm assassination would have been more palatable…
