I’ve said it before and I’ll say it again: Elliott Carver from Tomorrow Never Dies is one of the best James Bond villains because his path to global power as the head of a worldwide media conglomerate is surprisingly plausible. The above line perfectly captures his philosophy that controlling the news means controlling the people consuming it. Carver doesn’t simply report international crises, he manufactures them, all the while knowing that any fear or chaos he creates generates more ratings and power.

His schemes are fueled by an intoxicating combination of narcissism and greed, but what makes Carver particularly compelling is that his real weapon is information. The idea that powerful media figures can shape what people fear and believe feels remarkably relevant nearly three decades later. That’s what elevates Carver beyond your typical megalomaniac and makes some of his insane ramblings hit a little too close to home.
