Stamper’s British sailor massacre was particularly cruel

Tomorrow Never Dies has one of the more believable/feasible villainous plots of the Bond franchise.  Carver’s order to murder the stranded British sailors with the “correct” ammunition was nefarious, but Stamper following his orders and staying stone-faced through the killings sticks with me as the definition of evil.
